Create a stunning wordpress design for existing website

We provide online defensive driving courses and online traffic school to drivers throughout America.

We want to convert our existing design into a wordpress theme design. Please note that the theme will be fully responsive. We need you to review our existing website in detail because we want to incorporate elements/text of our existing website in the new design. However, our existing design is too cartoonish and geared towards a young crowd.

I would like to redesign this to be fun, exciting, but aimed towards a more mature crowd (young adult). The logo must remain the same. I would like to stay with a light blue (same light blue that is on the website now), dark blue, and white colors for the design.

The call to action drop-downs - i'll let you select the color that looks the best. I do not want to use any of the existing images on the current website. As such, you'll have to also create/use new icons, images, etc.

I would like you to maintain similar font that I have on my website now - do NOT change this. I like the design to take up the entire page horizontally - it should NOT be a boxed design.

I also like designs where different sections of the page have different colors or background images to differentiate the section from the one above and below it (similar to the sample websites I have listed below).

This project is only for 1 page, but I would like to work with the winning designer on the remaining pages of the website as well.

Nav and nav area. I'm open to a design that incorporate a sticky nav.

Under the nav, have the banner image. It should take up the entire span horizontally. I'll let you be creative. An option for the banner is to use a collage of people's faces and put a color filter on top. Another option is to have someone smiling using a computer/laptop/mobile device. I"ll leave it to you. It should be very effective. Have text on top with checkmarks that we currently have on our website now. I would like you to incorporate a very eye-catching banner image with text that will help us covert users. On the banner image we currently have a drop-down and a "Start" button - let's instead just put a state drop-down.

Under that have the Our Defensive Driving Course is as Easy as 1, 2, 3 section. Make it a process and use very nice icons/text to depict it.

Under that have a section for what our courses have to offer.

Under that have a testimonials section.

Be sure to have the call of action state drop-down selection on multiple elements of the page so the user can easily select it without having to scroll up to the banner image.

Under that have the footer. Please have an up arrow on the footer that pushes the user to the top of the page.

Please include facebook, twitter, instagram, google plus icons in footer.

I would like you to create/incorporate in the banner or anywhere else on the page icons that say "DMV Approved", "Court Approved".

If you want to, you can incorporate "Join the millions of drivers that have trusted our courses" with the drop-down somewhere on the page.

Please do not make the theme boxed. Please do not use most images or icons from my current website. Don't make it boring.

I'm open to suggestions that you think will improve the look of the website.
