TinyArro.ws
TinyArro.ws delivers the world's shortest URLs and allows companies to purchase their own URL shorteners for use on SMS messages and sites like Twitter where space is important. These links can be published and, when people click on them, we track stats as we redirect those users to any page on the web.
A lot of the URLs we create are cute in the sense of hearts and flowers and arrows.
Give the site a shot, it's free and it will give you an idea of what we do:

General Twitter users, bloggers and companies trying to make a Twitter or mobile presence with their marketing or support.
No HTML needed, we're looking for multi-page concepts or themes.
We need most of the functional elements that exist on the pages we already have. We'd consider designs that change wording or eliminate unimportant sections.
We need multi-pages or a theme that can be used or extended easily on each of the following types of pages:

Note, we don't need a mockup for every page, but ideally it's a theme that would extend or have example controls that would work well on those pages. Ideally we can see exactly how we'd proceed with those.
Designs that feature mockups of multiple pages will make us extra happy, but that's not a requirement.
The logo/representation of the site and fonts would also be part of the page design if you want to change them to match your theme.
Fonts can be what you like, but absolutely no Arial or Helvetica
