Seeking sleek, intuitive design for subscription based content website

The International Code Council is a member-focused association. It is dedicated to developing model codes and standards used in the design, build and compliance process to construct safe, sustainable, affordable and resilient structures. Most U.S. communities and many global markets choose the International Codes.

ICC currently has two very similar sites - codes.iccsafe.org (publicACCESS) where we offer freely available code book content for public consumption and premiumaccess.iccsafe.org (premiumACCESS) where we offer the code book content for free but sell subscriptions with additional features for interacting with the code. Current feature set being offered with premiumACCESS subscriptions include ability to add note/annotations, bookmarks to specific content sections, highlights of content and advanced search. Because the two sites are so similar in their offerings and contents, we would like to merge them into the same website. The major caveat is that we need to make it abundantly clear which content is freely available (the publicACCESS portion) and which content is available for subscription purchase (the premiumACCESS portion). We are looking for design ideas so that the user is always aware of what section of the website they are in (regardless of where they enter the site) and can easily navigate between the free resources and the subscription purchase resources.

publicaccess landing page - listing of available free resources in a clean concise manner, premiumaccess landing page - listing of premium content offerings displayed in complementary manner to free resources, but subscription benefit made clear, public/premium offerings page - selection of content similar to current bookshelf display leveraged on public and premium, login page - clear controls for user to register or login if they already have account, authenticated user landing page/profile page - clear controls for logged in user to find their purchased content, bookmarks, annotations, etc Please make at least one of the above pages responsive in order to provide a sense of how a tablet view would render.

Please avoid using FLASH elements

While the two sites are relatively built out, we are not tied to the current design. Please do not limit suggestions for improvements on any existing screens if a better option exists. The primary objective of this design is to clearly differentiate the user from the free content (freely available) and the premium content (available for subscription based purchases) and allow them to navigate between the two areas of the site. Please indicate within your designs how the expected user flow for this would function.
