Where The Seabird Soars is a coming-of-age story of Tempest, a fifteen-year-old girl who loses her parents in a plane crash and is raised by her grandfather in a cottage by the sea. He lovingly calls her his little seabird. She meets Chase Reed at summer camp, a seventeen-year-old boy who lives in the mountains, in the shadows of three volcanic mountain peaks and enjoys the wilderness as his backyard. He sees himself as a mountain lion and is okay with his isolated existence.
A few years later, a tsunami strikes the West Coast, killing her grandfather and wiping out their cottage, forcing Tempest to flee far inland, where the mountains reign. Chase finds her and brings her to his family cabin. Deep-rooted feelings arise all over again. In the mountains, Tempest discovers more about her parents and, through trials and tribulations, falls deeply in love.
