TrafficPOWER got their new poster by running a design contest:
An Accountability Chart that inspires teamwork

We provide high-quality traffic management to a select group of customers. The target audience for this poster is our staff.
What's your vision?
We'd like a redesign of our Accountability Chart, which is essentially an Organizational Chart but with a slightly different angle. I've attached the design we currently have; this design has been 'good enough' for a while but it's time to update. The main issues with this design: - nothing lines up quite right, like all the boxes are just slightly misaligned.. Consistency is one of our core values so everything must be aligned well and formatting must be consistent - the colours are not quite our company colours. Our company palette is white, black, and the three colours in our logo - nothing else - the whole thing doesn't really inspire anything and feels very clinical I've also attached the new structure and updated text. This should NOT be taken as a reference design, this is for structure/text only. The poster must be printable/readable from A0 all the way to A4; we don't anticipate printing this any smaller. The final PDF document must be sharp enough that our staff can view it on a mobile device and zoom in tight enough to read. In the future I expect this would be displayed as a page in an app.
While I think a vertical 'top down' layout (similar to the existing one) does make sense, it could make our poor traffic controllers feel a little like they're stuck at the bottom and I could see how it could cause a feeling of "Us vs. Them" between the leadership team and our road team. Good traffic controllers are the backbone of our company and I don't want them to feel like they're at the bottom of the pile, so this document should make us feel like a team. With that in mind I'd be very interested to see designs that are laid out horizontally, or otherwise designed in a way that don't make it look like the boss is at the "top" and our traffic controllers are at the "bottom." We are a team and I want my crew to feel like we're right there with them. I've attached a sketch of how it COULD be laid out horizontally, but I don't really have a picture in my head so I'd love to see all creative designs. This is hard for me to put into words though and I understand I've rambled a bit, so if this isn't clear please feel free to submit a vertical layout.
