Design a modern book cover dust jacket

We are creating a book which is a compendium of editorials that appeared in a state government oriented magazine

I need a book cover designed that is formatted for Blurb.com I have included the sizes required in the other section. My desired output would be a layered photoshop document and a PDF created from it. The cover will be a dust jacket that wraps around the book so the front cover, the inside flaps (where I would like a bio and bio pic) the spine and the back cover

The specifications for the cover are as follows

I don't have specific photography selected so I am thinking it would be something more of just text and maybe a vector image of the illinois state capitol. A book cover I like is https://37signals.com/remote but I am open to other designs and even photography but I prefer a more minimalist and modern feel. On the inside of the flap at the beginning of the book I would like the contents of the InsideFrontFlap.zip that is attached. The title of the book will be "A View of the Capitol - A collection of thoughts on Illinois State Government" with the subtitle being minimized and not appearing on the spine. By Dana Heupel should appear somewhere on the cover. I think a line outline of the top half of the Illinois State Capitol building would be interesting but not required.
