Mark Heinrich I hope your company DeSlice does well for you but I hope you dont treat other designers the same way in the future, because if they are smart they wont put up with your B.S.

You may want to work on your brief writing and provide some usable content for designers if you are going to get picky as hell when critiquing.
Don't say the you don't have strict requirements if you are going to nitpick every little thing, even if it WASNT mentioned in the brief. If something is required put it in the damn brief.
This contest won't be guaranteed. The staff has said that in this case guarantee means that I will have to pay even if I don't like the work or didn't received any normal design.

I'm not sure how I can make this contest guaranteed. Can you please give me a link where I can read about it?
Normally, white paper is just a PDF files that answers a question, for e.g. "How valid markup can increase your rankings in search engines". I prefer to see a coremetrics variation. Just a content-box with the banner inside or just a banner. The only requirement is that white paper should be very visible, so the visitor will download it before he/she leaves the site.
