How this site works is that you fid the design you want that is why it is called 99designs, you take the images given to you by the designer (proper file would be a photoshop file with layers), slice them and give them to the programmer. $200 for coding this type of a site is very low, normal programmer fee is $40 per hour this site (and this is just an estimate) would take no less than 10 hours to program, even at that low rate it's already double of what you are offering.
There are sites for freelance programmers you should try to get quotes from some of them once you have a design.
I have a team of programmers who I work with but no one would do it for such a low price. Just FYI.

$400 for design, $600 incl code? You're kidding, right?
For anyone who wants to submit JUST THE DESIGN for $400, please do so. I will offer additional $200 if you can code the entire website. I will increase the prize before awarding.
Sorry for confusion...but i guess i'm confused from 99designs "website" design. For a common person, when they want a website designed, it doesn't mean just a design. It means they need a website. What is someone going to do with a bunch of images? Host them and hope they work as a website? Why should i go through finding another person to code the website, after you give the graphic design? When i used elance before, they never differentiated it this way. For most people, they want design and the site. The film site i'm asking for is very simple...it has a video player and a menu. All components that exist on the web alone. All pages except for the home page, are standard html pages to show content, connected from the menu.

I am not the one to judge you , but what you want and require worths at least $800 in my view , if you really want to be pleased with the final result.I think you should consider the prize once again.
