Kim, if you are just a designer, you can also pair up with a coder to work on this project. I don't have a reliable coder to turn this over too. So I need it turn key.
I am using x-cart because it suits my needs more.
I've used osCommerce in the past. Nice app, but not what I need right now.

I think I've seen this contest up a few times? I think your lack of entries is a result of you requiring it to be coded. Most designers here do not code.
This is just a suggestion, but maybe if you don't get any entries, redo the contest and just require the design. Then pay a separate person for coding? You could always lower the prize to cover the cost of having it coded.

I have worked with oscommerce and xcart before. I know the implementation is difficult. If we need to work that out afterwords, that's fine.
I know this is a code contest,
I don't know if you ever worked with a CMS before like this or oSCommerce for example but, you need to open a thousand files to implement divs, design elements, etc.
