Three finalists that I selected were sent to the client this afternoon. The finalists are: coyotech, distrus, and asortus.

Nope it's not. This is one of the best briefs I've ever read on sitepoint so far.
Personally I think most people just cannot be bothered going through all the information given thus go on to easier (or more straight forward) contests... Which is a shame if you ask me, but it does tell a lot about those people.
So far I found that every time I have used something original in my mock ups here they have all been copied. Now I only submit designs on the last day.
Just my two pence... :)

Hello everyone. I wanted to make a comment about the designs I've seen so far. They're all nice and clean and professional looking, but most are fairly boring.
I don't want to single out any particular design because in the past, it seems that creativity goes out the window and everyone starts mimicking the design I'm most positive about.
I'd like to ask everyone if they think working from a wireframe is stifling to creativity? Have I given so much direction that you feel constrained by my instructions? I intended for the wireframe to be a guide and not a mandate. Please either PM me with your thoughts or post them here.

Sorry I tried to answer your questions earlier but I was having internet connection issues.
I'm indifferent as to the pixel size. I'll leave that to your discretion. I think that pretty much everyone who visits the site will be able to view a 980px design so I think that's safe.
For the judging, all I require is the image of the prototype. The selected winner will have to deliver these things before I make payment:
-unflattened psd for home page
-unflattened psd for interior page (if significantly different from home page)
-html file for home page
-html file for interior page template
-css file
So to answer your question specifically, two coded pages are required, one home page and one interior page (plus the supporting css file).
Forgot to also ask: How many coded pages does this contest require? Your spec says "is for the design of the site for a financial services firm Declaration"..... doesn't say anything else apart from that... so hard to gauge exactly what the requirements are. If it's going via a CMS, then I'd assume it would only be the entry page?
Can't tell from your outline, but what width are you looking at 780px or 980px (for wider window widths)?
I'm working on it mate, give me another 6-8 hours :)
