Very sorry, but we can't leave the contest open longer. It is very time sensitive for our direct mail campaign.
We decided not to post the rough draft, so we wouldn't limit people. Feel free to edit copy/wording though.

Would you point out where is the rough draft you have set up, or if you decided to take on a new design?
If payment to the winner is not possible via PayPal, we'll investigate other methods.
If payment is not feasible to the winner using Paypal or check, we will use Western Union.
Some of the designers dont have paypal, escrow etc. in our countries. Thats why western union would be a nice option :)
We've set up the contest to make a payment via Paypal or personal check. Is that a problem for you?

Welcome to SitePoint. You sound like a serious contest holder and I am very interested in participating. I appreciate how extensive your project brief is, while still allowing us much room for creative expression.
I was wondering however, what you meant by "You can either tweak the rough draft or do a complete rework". Does this mean that the content you have laid out in the full brief is open to slight modification, or did you have a rough draft design somewhere you would like us to look at?
I would also like to inquire into whether or not you can make your logo available for creative purposes that I am hesitant to divulge. Can we suspect that the stylized text found here:

Can be expected to be the logo?
