@BombardierBob English is fine. The brief states, "As a general rule of thumb, do not use stock or clipart images." That does not exclude the use of stock. It was Jason @99design who wrote "The Project Holder has SPECIFICALLY asked that NO STOCK IMAGES BE USED." If that is the case the brief should have been updated as it is entirely reasonable that a designer would use the brief as their guide and not necessarily search the comments for updates to the brief. Any displeasure designers have should be directed at 99designs and not the CH.
