This logo is quite different from gfx55 design, I would have no problem with it but it is good ethics to tell the CH and they can decide as it is their neck on the line not the designer.
The requirement for finished art to be in Illustrator format only is likely the reason why there are few designers participating in this contest. I have a great idea for a design but cannot provide Illustrator format. Too bad.
EPS PNG PDF TIFF are formats of finished artwork, exported by most graphic programs such as Corel Adobe Photoshop etc... AI CDR PSD are "native" file formats which require specific applications to produce.
