Yes what you are saying would be true except that for this thing people will hardly ever visit the website, but they are going to be looking at the toolbar all day long, so it is the most important element.

thinkhmm, are you serious? #37's logo will look like a blob if reduced too small.
And, if the product is going to be 125x30, the logo and/or type should first fit that design and easily scale to larger formats as needed. The product is the key here and that product has a height of 30px and a width of 125px.
To the contest holder, it might be good to provide feedback on your likes and dislikes so the contest isn't rated poorly. It also allows designers to further explore concepts you like and not waste time on designs you dislike.

Just curious if the logo that wins this contest is going to be used larger on your website?
If so, it seems a little backwards to design the 125x30 logo first, and simply blow it up for the website. Just my humble opinion.
Also IMHO, #37 is the only one with a graphic element that works at this small size. Reduce capital letters too far, and it starts to look like "Easter." Maybe what you need is a custom font?
