I'd like to keep my feedback to #32 since it is a better design in my opinion.
Overall this is a very good design there is a lot that I like here but we are still several revisions away with this one and, ultimately, I think that this contest has come down to 3 other designers. I just don't want you to put a whole lot more time and effort into this design.
You stunned me with your design for my other contest and I am very proud of what you came up with for that one. Thanks again.
Hopefully we'll have the chance to work on another project together in the near future.

Jun,
Thank you for your entry. I like the black and white header, top navigation, side navigation and the overall color scheme.
Right off the bat I can tell you that the picture of the guy in the crosshairs has to go; it sort of implies that bounty hunters kill people and is not the kind of impression we want to give anybody.
The returning students name and password box can be removed. Instead a graphic or small box that says "Returning Students" and "Click here to log into your course."
The ordering of the boxes probably needs to be rearranged so that the main body text is most important and most visible then (in order of importance) the video box, the Introduction to Bail Recovery and then the course updates section.
The picture of the guy in black is not really working for me either- maybe replace him with a person in handcuffs.

Here is something from me. A bit of moder, a bit of web 2.0.
I had no enough time to polish it but the main idea is this.
