O like the way the side nav navigation stands out but I think it is too wide. I also like the top nav bar and the way the jail picture works into the background of the body text.
Please remove the picture of Duane Chapman and his team at the bottom right. and the Introduction to Bail Recovery COurse section takes up too much space. It only needs to be about as big as the Pursuit Magazine banner.
The "Returning Students" section and button is big- both too wide and tall.
A good start overall but not enough attention is focused on the main body text or what you have under "Welcome." It needs to take up a lot more space than other areas.

I defintiely like #16 over #15 so I would like to address my feedback to that design if it is OK with you.
The buttons on the left and the top nav bar really stand out and I like your use of color overall in the site- very good eye there for color.
Again, I like how the picture works into the background.
The Returning Students box doesn't need the badge- it does not add anything to the overall design and that box could be nudged up a little so that the spacing between the nav box and the purtsuit banner is even.
The only major drawback for me is that the welcome box, the video box and the intro text area are all stacked on top of one another. The Welcome text is going to be so long that the video box and the Intro text are going to get lost waaaaaaaay down at the bottom of the page. That won't work.
