Re-submitting second entry, had to make a few adjustments.
Since you made some adjustments to the original, I'll only address comment to #18 if that is OK.
Overall the layout and color sceme are beautiful. You are obviously a talented designer and have put some thought and research into this as I noticed the addition of the Order Now section. Thank you for that!
I liked all of the graphics except for the guy with the pistol. Perhaps you could find an image of a jail cell and put that in there.
Here is another thought... by reordering the images in the header you can tell a story. Put the 4th image from the left into the first place, keep the 2nd image where it is at, put the 1st image into the 3rd space then the image of the guy in handcuffs and lastly the image of the jail cell. Essentiallly the fugitive is on the streets, we surveil and find him, we chase him cuff him and then he goes to jail.
Could you then enclose that is what looks like a film strip?
I think that sounds cool.
You can remove the username and password login area entirely- that is what the retuirning students button will be for.
"In relentless purtsuit of your success" can go underneath the BeaBountyHUnter.com logo" and that would free up space for banner advertising in the future."
My last concern would be having the recent blog posts underneath the main body text box since the text will probably be more than 5 or 6 times what you have in their currently. From a design standpoint would it be better to make the blog box the same width and place it under the introduction course box or leave it under the elongated main text box?
In looking at this again, because it is certainly a contender in this contest right now, I have a few last comments...
1. The design may be a bit too bright. Maybe it would help if the red was darker? The overall color scheme does not have to match or be complimentary to the Pursuit Magazine banner.
2. The Returning Students button is getting lost. Perhaps it would help if it was another color or made into a small graphic?
3. The "Order Now" image could be made a different color to make it stand out.
I'm sure that I'll have a few more comments if you decide to submit an update entry (and I hope you do).

here is an updated design from your feedback. Thank you for that.
I extended the center text area, made the "buy now" section and "returning students" button the blue color you mentioned in your brief. I also added contact info at bottom left. This could be just a place holder for now to fill in the space. I will make further changes, if needed.

here is an updated design: just minor, did some clean up and added a couple of elements, icon at contact area, handcuff wallpaper (can remove if you think it's too much). I also noticed you didn't have a homepage link and added at the top.

Wow! That came out very nice with the revisions- great work. I really like the way the timeline concept worked out in the header and the image behind the text works in this design as well. Good call on adding the "home" link.
A few very minor revisions, otherwise it is as close to being done as your design can get:
It should be "Fugitives" in "Apprehending Bail Fugitives" and "Professional's" in The Professional's Guide...".
Let's change "Recent Blog Posts" to "Recent News and Updates"
Please remove the contact us information at the bottom and can you center the pursuit banner? It looks like it needs to be nudged to the right.

thank you for your continued great feedback. I have made the changes, also added a little texture, behind the header only though, this way the page can expand easily as you need it. You indicated there would be a lot of text on the page. If you need anything else, just let me know please. I can also post a final revision on my own web server, should the time run out.

Thanks a million for your hard work and vision. I appreciate the time you have put in to making this design be the best it could be. All design changes were made very quickly which certainly made the competition easier to manage!
