With my concept, I've tried to bring in a few complimentary colours so that it isn't all blue.
The header, navbar, and footer area are meant to be fluid, they expand to fit whatever browser window size, the middle area is centered fixed (or fluid, depending on how it's coded).
I've place the more important content and call to action boxes in the left and right sides, they can stay there on the inner pages as well, so that they are always visible no matter where someone is on the site.
All the phones numbers etc, I've place inside a 'footer' area so that again, they are always visible regardless of what page the visitor is on.
Main headings and info heading text has been placed 'outside' the main header area, so they are all text based(not image based) and therefore optimised for search engines which I'm presuming would be important to you/client.
Feedback appreciated and open to changes.

Variation: Tampa graphic only in header and lawyers' picture in body instead.
Please redesign the live chat and email/ phone boxes. I would like to see something more professional. Take a look at #35 & #37 for a better idea of what will work. Also, please remove the picture of the 3 lawyers in the welcome section, along with the newsletter box. I would also like to see the phone # box at the bottom in either a. a different color or b. a different shade of blue. Right now it stands out to me.

Wasn't sure what you meant by 'professional' for the call out boxes, there were designed to give a web2 look :-)
However, I've toned them down a bit in case that's what you meant.
I've also changed the colour of the phone numbers area to the same soft blue used elsewhere. Again, wasn't sure how you wanted me to change it - whether to 'stand out' more, or not be so prominent :)

A variation - with navbar under the header image instead of above, added a new Office location box at the bottom under the other 'call out' boxes.

Button changed to brushed gold as requested, so to match, I changed the small arrow box bg in the practice areas links to match (were orangey)
