The menu has 11 buttons that stay in place, with the four blue buttons below designed to catch the eye. Although you said in the brief these where not necessary on the content pages I have left them on. They can easily be replaced by more grey buttons if this is needed or just removed.
Am not 100% about the nav menu, as some of the text on the buttons is long, have had to make some of the buttons larger. Of course this could be amended if the text was shortened, but thats your call.
All the images are from iStockphoto.com so nice and easy to get hold of.
Wasnt really sure with regards to content on the sub pages. Have added some from the CIGA website and the rest is just text fill to give you an idea of layout. With the sub pages, if you want the layout a little different then let me know and ill do that.
