My take on the redesign of your site.
I opted for a simple non-obtrusive menu system that is easily coded into a css flyout without the use of any background images - which naturally means a faster loading page. All elements are also designed with accessibility and legibility in mind (for accessibility guidelines which may be important for a site dealing with govt. depts in the UK). I've introduced another colour into the design to give it some impact, but again, not overly done.
Should the heading icons not be to your liking, they are easily removed,.
My first submission is without the flyouts, my next one will show the flyout menu.

Thanks for the design. I like the menu. I like the idea of an additional colour but maybe not red. If you could try another colour that would be great. Definitely not keen on the icons so could you remove? Also could you change the font on the top banner so it matches better with rest of page? Thanks
Thanks Penny, must be a monitor thing because the colour is orange (#ED5101) :-)
I'll tone it down a few notches to see what you think. the other option was going to be black which looks good with the dark blue. Icons will be removed.
