For the inner pages the top banner will collapse in height, and the left and middle content column will be joined together, and still have the right sidebar for important information.

Hey,
I have tried to represent the feel of your center through the design rather the content, but also allowed the content to direct the user around the website. I did two navigations for the programs in case the links under the banner did not entice them. Also put the most important information on the homepage, and put buttons to direct them around, in an enticing fashion.
I can also integrate any other logo. I am not a logo designer, but I did do a simple, and elegant logo for you. Representing respect and compassion.
Feedback appreciated, even if I am not chosen winner.
