Thanks for your post. The layout is a good starting point! Here is what we'd like to see adjusted...
Remove the faded flag from the header. Contact info or their phone number would be a good element for that area. See the comments on the main contest page for feedback on the Flash element/header images.
I think the nav bar needs to be a larger height, with a larger font size and spaced out across the entire thing. I'd also like to see different column widths for the content area. Maybe try the welcome text across two columns, news in the right column and then Our Team, Projects and Contact in three columns below that. The images in the side bar seem to fit under the Projects heading but appear underneath contact. We'd like those three areas to have content at least on the home page, not just links to another section of the site.
