Been away for awhile... Here is my update.
This layout has a ton of room and can handle a good deal of content without redevelopment for underlying pages. This template would be ideal for coding to a CMS or bloging engine to facilitate even further expansion of the site. I've left the menuing deliberately plain to reflect the logo's simplicity and also to keep it simple to code or reuse areas for different kinds of content.

Regarding design #4
This looks better. It still looks very flat and plain, though. I think that some very subtle effects used well and in the right places will go a long way.

Regarding design #1
This is a good start. My first thought is that it's too "flat". I think that:
1. The background could be darker and maybe with some sort of very soft gradient or something.
2. For example, in the nav bar where the rounded corner on the left is, let's make the white background of the logo bar continue down behind the nav bar. On the right site roudned corner, let's bring the grey of the other menu up behind the rounded corner. I think things like that will make it flow better and not seem as disjointed.
3. Your blocks are overlapping each other a bit. (Grey bar on the right overlaps the footer blue bar, Online Order Entry overlaps the main nav bar.)
4. We need the items that are in the main nav bar now to be in the area where online order entry/locate an office are now. Online Order Entry and Locate an Office need to be above the Customer Login box. (I don't think we need the customer login box.)
I think that's a good start.
