I changed the sizes of the fonts and such and hope to find this better fits your client's needs.
The big content area is really upto you to put whatever you wish there, since you will be coding it and adding the proper information your client wishes to display.

Regarding design #14
I like this, but the text is TINY and the menu is very hard to see as well. Overall this is a good start, but it has too much text that is hard to read. Otherwise, this has a nice feel and balance.

I pretty much used everything you asked for. If there is anything missing or you wuold like changed/added feel free comment so and I'll edit it.
The left nav makes things versatile, you can add more links or information on it if you wish.
