Unfortunately I don't know anything about database stuff, so I can't help with that part of it.
Would it be more practical to host contests for or contract the logo, page design, and database work separately? That way you can get people who specialize in each area.

You said the owner of the site will keep a similar logo. Does that mean we are designing one or should is someone else working on that?
