Shikkaba is correct...however Illustrator is not the only option neither is Indesign or quark...
I have suggestion whcih will probably solve a lot of issues when dealing with deisngers online...whcih ever layout you decide best fits yur vision then have that deisgn do the full layout...not only will this expedite the production process it will also make things a heck-ova-lot easier..especially you trying to adpt your images and content to a deisgn that may or may not work exaclty has expected
I knwo what I am talking about here...basically you should be considering one-stop-shopping up the price to include the full layout including adding content and images supplied you or strike a deal with the designer after the contest is over.
either way you both benfit form this in the long run...hope this helps

Wait a sec. You're telling people to lay out pages in Photoshop or Illustrator???
Photoshop = photo editor good for editing photos and non-text heavy items
Illustrator = vector program good for 1 page itemsWhat you need for this is either an InDesign file, or a QuarkXpress file. They are programs designed to create multiple page documents. This way, we can set up templates for you to use instead of creating something you'll have to recreate afterwards to get it to work properly.
